Just who was this blues artist from the 1920s - hailed from Cincinnati, recorded on Paramount with Cincinnati Jug Band

Well now, that's an interesting question.
"Kid Cole" may or may not be the same person as the Bob Coleman who recorded as a member of The Cincinnati Jug Band. The Cole/Coleman connection is based on the statements of James "Pigmeat" Jarrett only. Pigmeat jarrett was a Barrelhouse pianist who was based in Cincinnati and was a contemporary of Cole/Coleman. I always have a problem with statements of Bluesmen (particularly of that era), as for the most part they were notorious braggerts and liars. There are also theories that "Kid Cole"/Bob Coleman was also Walter Coleman, "Sweet Papa Tadpole", Walter Cole, and "Kid Coley". Some of those connections are based solely upon similarities in vocal qualities or even less reliable, in my opinion, on similarity in songwriting/playing styles. The tradition in the Blues world of "borrowing" lyrics and music is well known as is the copying of playing style.
